December 5, 2006 Council President Trish Sheilds opened the regularly scheduled meeting with a salute to the flag and moment of silence. She then stated, “In accordance with Section 5 of the Open Public Meetings Act, Chapter 231, P.L. 1975, notice of this meeting was posted on the bulletin board designed for that purpose and notice was mailed to the official newspaper provided by Resolution adopted January 3, 2006”. Under Roll Call the following council members were present: Councilwomen Cortese and Sheilds, Councilmen Shopp, Ottoson and Witzig. Borough Solicitor, John B. Kearney was also present. Councilwoman Beth Ann Haven was absent. Mayor Susan R. Griffith remains on leave of absence. Motion to approve minutes from the November 21st meeting was made by Councilwoman Cortese, seconded by Councilman Witzig. All members present were in favor. The following Committee Reports were presented: Councilman Donald Witzig, reporting for Public Safety said that police negotiations are stalled at the moment. There were no other reports to be made at this time. Council President Sheilds called for remarks from the public on agenda items. There were none at this time. Old Business: Public hearing and final adoption of Ordinance 2006:1227. Ordinance 2006:1227 – Ordinance Establishing Guidelines for Storm Water Control (Chapter 397, Article III). Hearing or seeing no comments from the public on Ordinance 2006:1227, motion to close the public hearing was made by Councilwoman Cortese, seconded by Councilman Shopp. All members present were in favor. Motion to adopt Ordinance 2006:1227 was made by Councilman Ottoson, seconded by Councilman Shopp. All members present were in favor. New Business: Resolution 2006:173 (a) – Resolution Rejecting All Bids Received for the East Atlantic Guiderail Improvements. (All 4 bids came in higher than the funding available for the project). Motion to adopt Resolution 2006:173 (a) was made by Councilman Shopp, seconded by Councilman Ottoson. All members present were in favor. Resolution 2006:174 – Resolution Approving Payment of Bills and Claims for 1st Half of December. Motion to adopt 2006:174 was made by Councilman Witzig, seconded by Councilman Ottoson. Under roll call all members present vote yes. Resolution 2006:175 – Resolution Awarding a Professional Services Contract to Pennoni Associates, Inc. in the Amount of $146,628 for Site Investigation with Report Preparation of the Haddon Heights Landfill Property. (The amount is covered under a grant received from Hazardous Discharge Site Remediation Fund Municipal Grant Program through the Department of Environmental Protection and the New Jersey Economic Development Authority). Motion to adopt Resolution 2006:175 was made by Councilman Shopp, seconded by Councilman Ottoson. Under roll call all members present voted yes. Resolution 2006:176 – Resolution Authorizing the Council President and Fire Chief to Sign a Mutual Aid Agreement. Motion to adopt Resolution 2006:176 was made by Councilman Witzig, seconded by Councilman Shopp. All members present were in favor. Resolution 2006-177 – Resolution Eliminating a Fireworks Display for the 4th of July. Motion to adopt Resolution 2006:177 was made “with sadness” by Councilwoman Cortese, seconded by Councilman Witzig. All members were in favor with the exception of Councilman Ottoson who voted no. Resolution 2006:178 – Resolution Authorizing the Council President to Sign An Interlocal Agreement Between the County of Camden and Haddon Heights for a Drainage Study on East Atlantic Avenue. Motion to adopt Resolution 2006:178 was made by Councilwoman Cortese, seconded by Councilman Shopp. All members present were in favor. With no further business to come before council, Council President Sheilds called for comments from the public. There were none at this time.
