June 6, 2007 All members of Council were present, with the exception of Council President Sheilds, who arrived later. Borough Solicitor, John Kearney was also present, Borough Clerk, Joan Moreland was absent. Library Roof - Bob Hunter and Mark Magrino. Bob Hunter gave an overview of the library roof. Mark Magrino spoke about the type of roof currently on the building and his suggestion for a replacement. The borough went out for bids previously; however the prices were over budget. (from $97,000 to 108,000) There is currently $80,000 in the CAP budget. Other, less costly roofs were discussed, but the more expensive Garland Roof will last 35-40 years. Mr. Magrino suggested going out for bids once again and try to find the balance of the money. Other issues discussed were repair of the corrective stone, solar panels and how they would be attached to a roof and whether repair of the roof would be considered an emergency appropriation, John Kearney said it could be. Items 3 (Camden Co Single Stream Recycling Program-2007 and #4 (Discussion of Resolution 2007:95 with CFO/Treasurer E. Merlino were both pulled from the agenda. Five Resolutions (2007:102 through 2007:104 and 2007:109) were reviewed for 6/19/07 FORMAL ACTION: Resolution 2007:105 Resolutions Awarding a Contract to Remington & Vernick for Engineering Services Related to Various Roadway Projects Councilwoman Sheilds made a motion to Adopt Resolution 2007-105, seconded by Councilman Ottoson. Under roll call, all members of council voted yes. Resolution 2007:106 Resolutions Awarding a Contract to Remington & Vernick for Engineering Services Related to Various Sewer Improvements. Motion to Adopt Resolution 2007:106 was made by Councilman Wentz, seconded by Councilwoman Sheilds. Under roll call, all members of council voted yes. Resolution 2007-107 Resolution Awarding a Contract to Remington & Vernick for Engineering Services Related to Installation of Handicapped Ramps. Motion to adopt Resolution 2007:107 was made by Councilman Witzig, seconded by Councilwoman Sheilds. Resolution 2007:108 – Resolution Approving Payment to PL Custom Vehicles in the amount of $98, 281 for the New Ambulance. Motion to adopt Resolution 2007:108 was made by Councilman Shoppe, seconded by Councilman Ottoson. Under Roll Call, all members of Council voted yes. Under Roundtable: Don Witzig announced our tax sale on 6/22/07 for delinquent 2006 taxes and CCMUA. Barbara Cortese publicly thanked Ted Kitchmere and Nassau Electric for fixing the lights at the memorial. The May activity report from DPW was also read. Tom Ottoson said there is a need for a replacement court reporter. There may be difficulty finding someone to work for the boro’s current nightly wage of approx $42. since other towns pay $70 to $80 per night. Trish Sheilds said there isn’t any more money in the budget. Tom met with Frank Lafferty about parking issues at the new condominiums currently under construction. A letter addressed to Rich Kinkler and Joan Moreland from Harry Vincent was read expressing his thanks for their help with a traffic problem. Tom also addressed a problem from Debra Dera (who also spoke at the Public Comments portion of the agenda) concerning debris at a new home site on Maple Avenue. The zoning officer has inspected and told the contractor to clean it up. Debra will keep an eye on the property. Trish Sheilds – Devon Avenue field is closed until August for reseeding. She asked Gordon Shoppe if there was money left over in his account for landscaping. He responded in the negative. Trish also expressed her concern with the parking along Atlantic Avenue ball fields. The area is very narrow with lots of kids, parents and cars. Mayor Haven – Discussions about parking of boats and jet skies on E Atlantic (Conrail’s property) were brought up with John Kearney suggesting an ordinance be passed and signs stating “no parking” be posted. Gordon Shoppe suggested this matter be brought up in future discussions with Conrail . Mayor Haven thanked John Rayser and everyone involved with Neighbors Night Out, which was very successful. We received a $4,000 for Click It or Ticket. She, Trish & Joan attended a county breakfast. Elected Officials must attend EMT training before the end of the year. She will e-mail everyone a scheduled, since this is a prerequisite for receiving a grant. Mayor Haven read a letter thanking the building inspector for his prompt services with the recent construction at the schools. She and Councilwoman Sheilds met with representatives of Camden Co. Parks and expressed their concern over the condition of the park (wet area near Kings Highway, overgrowth and fallen trees which have not been cleared away) Last week a representative from the parked called on Wed to say they are having a clean up and asked the borough to round up volunteers. In spite of our efforts, only a handful of people were able showed up. Hopefully next time, we’ll get more a timely notice. American Legion/PBA/Sons of Italy - Use of Building – Due to light membership in the legion, the PBA not having a building anymore to hold meetings and social events, and the need for a meeting place for the Sons of Italy, members from all three groups came to Council for approval to change the usage of the building to include all three entities. The PBA would take over the maintenance of the building. Council gave their approval and asked the groups to work up their own agreement A motion to close the meeting to go into executive session was made by Councilwoman Sheilds, seconded by Councilwoman Cortese.
