CAUCUS:

Review of regular agenda – Mayor Alexander

Status of Sons of Italy Lease – Solicitor Robert Gleaner reported that we have finally come up with a fair lease between the Borough and Sons of Italy. They will review and comment. If they are in agreement with the proposed lease he will bring it back to Council.

REGULAR AGENDA:

Mayor Scott M. Alexander opened the regularly scheduled meeting with a salute to the flag and moment of silence.

He then stated, “In accordance with Section 5 of the Open Public Meetings Act, Chapter 231, P.L. 1975, notice of this meeting was posted on the bulletin board designed for that purpose and notice was mailed to the official newspaper provided by Resolution adopted January 3, 2009”.

Under Roll Call the following council members were present: Councilmen Daniel Haggerty and Lee Wentz, Councilwomen Rosemary Fitzgerald, Kathy Lange and Trish Sheilds and Borough Solicitor Robert A. Gleaner, Esq. Council President Tad Fetter and Borough Clerk were absent.

Motion to approve the minutes from 7/21/09 was made by Councilwoman Fitzgerald, seconded by Councilman Haggerty. All members present were in favor with the exception of Councilman Wentz who abstained due to absence.

The following Committee reports were presented:

Councilman Haggerty will report next month.

Councilwoman Sheilds reported that the School Board meets this evening at 7:30 and on the agenda is to announce their goals for the upcoming year.

Councilwoman Fitzgerald reported for Zoning and Construction; reports on file with the Borough Clerk. Green Initiatives are involved in many projects. The bus shelters approvals are currently working through the State Preservation and will then go through our Historic Preservation. Community garden is in the works for Glover Avenue. We are working on a grant application for Sustainable Jersey due September 4th. August 4th was the “walk and talk” through the newly improved trail at Hoff’s Park with our arborist Steve Dorsey. Fifteen residents attended and it was amazing to see the growth throughout the years. We are looking to do this again on a Saturday in October. Mrs. Fitzgerald may take notes next time and put together a tutorial. Senior Citizens luncheon was held today and twenty two residents attended. This will be the foundation for the Senior Citizens Club. One thing they do want is someone to come in and speak about how the new healthcare reform will affect senior citizens. Mrs. Fitzgerald will try to get someone to come out maybe in October to speak. The Business Association is moving ahead with the 4th Friday events on Station Avenue for August 27th. Station House Restaurant will be having a luau that night.

Councilwoman Lange reported for Parks & Recreation and the Historic Commission; report on file with the Borough Clerk.

Mayor Alexander reported for the Police Department and DPW; reports are on file with the Borough Clerk. Mayor Alexander thanked Councilwoman Lange for all her efforts on the new basketball court. It turned out to be very nice and he sees that it is being used. He also thanked the Police Department, DPW and Councilwoman Fitzgerald for the ceremony. Mayor Alexander read positive comments that he has received from residents within the past thirty days. He will do this on a regular basis at Council meetings. Mayor and Council discussed the Engineer’s report; report is on file with the Borough Clerk.

With no further reports to be presented Mayor Alexander called for remarks from the public on New Business agenda items. There were none.

NEW BUSINESS:

Introduction of Ordinances 2009:1313, 1314, 1315, 1316, 1317, 1318, 1319, 1320 and 1321. Public hearings and final adoptions scheduled for 7:00pm September 1, 2009.

Ordinance 2009:1313 – Ordinance Making Revisions to Chapter 450
Motion was made by Councilman Haggerty to bring Ordinance 2009:1313 back to the table, seconded by Councilwoman Fitzgerald. All members present were in favor.

Ordinance 2009:1314 – Bond Ordinance Amending Ordinances 2007:1234 and 2008:1280 of the Borough of Haddon Heights
Motion was made by Councilwoman Fitzgerald to introduce Ordinance 2009:1314, seconded by Councilman Haggerty. All members present were in favor.

Ordinance 2009:1315 – Ordinance Regarding the Technical Amendments to the Ordinance Regarding Prior Duties of the Zoning Board of Adjustment
Motion was made by Councilwoman Sheilds to introduce Ordinance 2009:1315 as amended, seconded by Councilman Haggerty. All members present were in favor.

Ordinance 2009:1316 – Ordinance Regarding the Technical Amendments to the Ordinance Regarding Display of Obscene Material
Motion was made by Councilwoman Sheilds to introduce Ordinance 2009:1316, seconded by Councilwoman Fitzgerald. All members present were in favor.

Ordinance 2009:1317 – Ordinance Amending Chapter 320 to Add an Overnight Parking Permit Process
Motion was made by Councilman Wentz to introduce Ordinance 2009:1317, seconded by Councilwoman Fitzgerald. All members present were in favor.

Ordinance 2009:1318 – Ordinance Amending Chapter 59 to Add Deputy Superintendant of Public Works
Motion was made by Councilman Haggerty introduce Ordinance 2009:1318, seconded by Councilwoman Fitzgerald. All members present were in favor.

Ordinance 2009:1319 – Ordinance Amending Chapter 432 Entitled Tree Protection
Motion was made by Councilwoman Lange to introduce Ordinance 2009:1319, seconded by Councilman Haggerty. All members present were in favor.

Ordinance 2009:1320 – Ordinance Authorizing Further Payments for Inspection Work Related to the King’s Run Project
Motion was made by Councilwoman Lange to introduce Ordinance 2009:1320, seconded by Councilman Haggerty. Under a roll call vote, all members present were in favor with the exception of Councilman Wentz and Councilwoman Sheilds who voted no.

Ordinance 2009:1321 – Ordinance Amending Chapter 348 to Add Weed and Plant Growth Requirements
Motion was made by Councilman Wentz to introduce Ordinance 2009:1321, seconded by Councilwoman Sheilds. All members present were in favor.

Resolution 2009:159 – Resolution Authorizing Settlement of Litigation
Motion was made by Councilwoman Fitzgerald to adopt Resolution 2009:159, seconded by Councilwoman Sheilds. Under a roll call vote, all members present were in favor.

Resolution 2009:160 – Resolution Awarding A Contract to Various Vendors for the Purchase of Copy and Computer Paper and Envelopes through the Camden County Cooperative System Identifier #57-CCCPS
Motion was made by Councilman Wentz to adopt Resolution 2009:160, seconded by Councilwoman Sheilds. Under a roll call vote, all members present were in favor.

Resolution 2009:161 – Resolution Approving Raffle License for St. Rose of Lima (Grand Slam 50/50)
Motion was made by Councilwoman Sheilds to adopt Resolution 2009:161, seconded by Councilwoman Lange. Under a roll call vote, all members present were in favor.

Resolution 2009:162 – Resolution Approving Raffle License for St. Rose of Lima (42” Panasonic Plasma HDTV)
Motion was made by Councilwoman Lange to adopt Resolution 2009:162, seconded by Councilwoman Sheilds. Under a roll call vote, all members present were in favor.

Regarding Resolutions 2009:163 and 164, Mayor Alexander explained that the officers will be focusing on emphasizing speed safety and traffic control within the Borough.

Resolution 2009:163 – Resolution Appointing Stephen Papaycik as a Class II Special in the Police Department
Motion was made by Councilwoman Fitzgerald to adopt Resolution 2009:163, seconded by Councilwoman Sheilds. All members present were in favor.

Resolution 2009:164 – Resolution Appointing Steven Galambos as a Class II Special in the Police Department
Motion was made by Councilwoman Fitzgerald to adopt Resolution 2009:164, seconded by Councilwoman Sheilds. All members present were in favor.

Resolution 2009:165 – Resolution Awarding a Contract to The ODB Co. in the Amount of $27,431 for the Purchase of a 20cy Self Contained Vacuum Leaf Loader for Department of Public Works
Motion was made by Councilwoman Lange to adopt Resolution 2009:165, seconded by Councilwoman Fitzgerald. Under a roll call vote, all members present were in favor.

Resolution 2009:166 – Resolution Approving Payment of Bills and Claims for August
Motion was made by Councilman Haggerty to adopt Resolution 2009:166, seconded by Councilwoman Fitzgerald. Under a roll call vote, all members present were in favor with the exception of Councilman Wentz and Councilwoman Sheilds who voted no.

Resolution 2009:167 – Resolution of Support from the Borough of Haddon Heights Authorizing the Application for the Local Government Greenhouse Gas Reduction Grant Application
Motion was made by Councilwoman Fitzgerald to adopt Resolution 2009:167, seconded by Councilman Wentz. All members present were in favor.

With no further business to come before council, Mayor Alexander opened the meeting for comments and concerns.

John Rayser, 611 W. High Street is commented on the newly installed sidewalks and new trees at the corner of W. Atlantic and Station Avenues; he feels there is a safety concern. Mayor Alexander advised that we will monitor the area and if we need to make changes we will do so. Mr. Rayser also asked who maintains the tennis courts at Devon Avenue, as he feels they are in need of repairs. Councilwoman Lange informed Mr. Rayser that there was previously a comprehensive study performed on the courts and it is okay and safe for residential use. Discussion continued.

Laurie Eikel, 604 Station Avenue, has a problem with parking and the lots available to utilize with a parking permit. Mayor Alexander explained parking information and availability.

Motion to adjourn was made by Councilwoman Sheilds, seconded by Councilman Haggerty. All members present were in favor.
