CAUCUS:

Review of Regular Agenda - Mayor Scott Alexander

Councilwoman Lange and Paul DiMartini discussed the proposed Garnet Youth Football. Flyers will be sent home from school with students this week.

REGULAR AGENDA:

Mayor Alexander opened the meeting with a salute to the flag and moment of silence.

He then stated, “In accordance with Section 5 of the Open Public Meetings Act, Chapter 231, P.L. 1975, notice of this meeting was posted on the bulletin board designed for that purpose and notice was mailed to the official newspaper provided by Resolution adopted January 3, 2009”.

Under Roll Call the following council members were present: Lee Wentz, Daniel Haggerty, Trish Sheilds, Rose Fitzgerald, Kathy Lange and Tad Fetter.

Councilwoman Fitzgerald read a Proclamation for Black History Month.

Mayor Alexander and Council President Fetter presented certificates to the Student Council of Atlantic Avenue and Seventh Avenue Grammar Schools. Principal McGovern thanked Mayor and Council, children’s parents and her teacher and parent advisers.

Motion was made by Council President Fetter, seconded by Councilman Haggerty to approve the minutes from 2/3/09. All members present voted yes.

The following Committee Reports were presented:

Councilwoman Fitzgerald reported that the Green Initiatives meeting will be held the 4th Monday of the month at 7 p.m. and Community Wellbeing Committee meets next Tuesday at 7 p.m. Councilwoman Fitzgerald discussed events the Library is working on. Civic Events held a meeting on February 4th, with only two people attending. The Easter egg hunt will be held April 4th, rain date April 11th. Fourth of July parade will be held July 4th, rain date July 11th.

Councilwoman Lange reported for Parks and Recreation, School Board and Historic District. Full copy of this report is on file with the Borough Clerk.

Councilman Wentz reported that the Drug Commission will meet the 3rd Monday of the month. Reporting for Board of Health, the rabies clinic will be held April 25th and more information will follow in the Heights Report.

Council President Fetter reported for Finance. The budget will be introduced on March 17th and looking to adopt on April 7th, based on a tentative calendar they made. Reporting for Police and Fire, a full copy of this report is on file with the Borough Clerk.

Councilman Haggerty reported for the Court. A full copy of report is on file with the Borough Clerk. Councilman Haggerty read a letter from Fred Messimer. The Shade Tree’s first meeting of the year will be held March 2nd.

Councilwoman Sheilds reported that she attended the School Board meetings. The proposed one-way parking on 7th Avenue was mentioned.

With no further reports to be presented Mayor Alexander called for remarks from the public on New Business agenda items. There were none.

OLD BUSINESS:

Public hearing and final adoption of Ordinance 2009:1291.

Ordinance 2009:1291 – An Ordinance Amending Chapters 38 & 86 of the Code of the Borough of Haddon Heights.

Hearing or seeing no comments from the public, motion to close the public hearing was made by Councilwoman Sheilds, seconded by Councilman Haggerty. All members present were in favor.

Motion to adopt Ordinance 2008:1291 was made by Council President Fetter, seconded by Councilman Haggerty. All members present voted yes.

NEW BUSINESS:

Introduction of Ordinance 2009:1293 and 1294. Public hearing and final adoption will be held on March 3, 2009, 7pm at the Municipal Building.

Ordinance 2009:1293 – An Ordinance Establishing Guidelines for Local Wireless Communications.

Motion to introduce Ordinance 2009:1293 was made by Councilwoman Sheilds, seconded by Councilwoman Lange. All members present were in favor.

Ordinance 2009:1294 – An Ordinance Amending Chapters 100 and 125 of the Code of the Borough of Haddon Heights.

Motion to introduce Ordinance 2009:1294 was made by Councilwoman Lange, seconded by Council President Fetter. All members present were in favor.

Resolution 2009:64 – Resolution Approving Raffle License for Haddon Heights Project Prom.

Motion to adopt Resolution 2009:64 was made by Councilwoman Fitzgerald, seconded by Councilman Wentz. All members present were in favor, with the exception of Councilwoman Sheilds who abstained.

Resolution 2009:65 – Resolution Granting Senior and Veteran Deductions for 2008.

Motion to approve Resolution 2009:65 was made by Councilwoman Sheilds, seconded by Councilwoman Fitzgerald. Under roll call all members present voted in favor.

Resolution 2009:66 – Resolution Authorizing the Refund of Tax Overpayment.

Motion to approve Resolution 2009:66 was made by Councilwoman Lange, seconded by Councilwoman Fitzgerald. Under roll call all members present voted in favor.

Resolution 2009:67 – Resolution Approving Payment of Bills & Claims for 2nd Half of February.

Motion to approve Resolution 2009:67 was made by Councilwoman Fitzgerald, seconded by Council President Fetter. Under roll call all members voted in favor, with the exception of Councilman Haggerty who abstained from the Courier Post invoice.

Resolution 2009:71 – Resolution Authorizing Solicitor Robert A. Gleaner, Esquire to

Motion to approve Resolution 2009:71 was made by Council President Fetter, seconded by Councilman Haggerty. Under roll call all members present voted in favor.

Resolution 2009:68 – Resolution Authorizing a One-Day License for Alcohol Consumption for “Neighbors Night Out” Being Held on May 16, 2009.

Motion to approve Resolution 2009:68 was made by Councilwoman Sheilds, seconded by Councilwoman Fitzgerald. All members present were in favor.

Resolution 2009:69 – Resolution Authorizing the Payment of Accumulated Sick Days as of 12/31/06 and Vacation Days Earned in 2009 to Evelyn (Pat) Johnson Who is Retiring as of 2/28/09.

Motion to approve Resolution 2009:69 was made by Council President Fetter, seconded by Councilman Haggerty. Under roll call all members present were in favor.

Resolution 2009:70 – Resolution Authorizing Transfers of Appropriation Reserves

Motion to approve Resolution 2009:70 was made by Council President Fetter, seconded by Councilwoman Lange. Under roll call all members present were in favor.

With no further business to come before council, Mayor Alexander opened the meeting for comments and concerns.

Carolyn Di Medio, 106 Kings Highway would like to get the town involved in a fundraiser to help raise money for a new track at the High School. She also asked about content for the newspaper and status on the Ambulance Corp. Mrs. Di Medio asked if Council will be meeting with the School Board.

Bo Hammer, Board of Education President, referenced Mrs. Di Medio’s idea for fundraiser and stated that the school cannot hold any track meets this year because the track is that bad.

Councilwoman Lange asked where she could obtain minutes from the School Board meetings. Mr. Hammer advised her to look on the District website.

John Raysor, 611 W. High Street and Sandy Ragonese, 603 Sycamore Terrace asked for clarification of Ordinance 2009:1293 and asked about the area surrounding Kings Run.

Sue McElhatton, Youth Athletic Association President, mentioned the parking problem at the fields along Atlantic Avenue. Opening Day is scheduled for April 4th at 8:30 a.m.

Lauren McCall, 600 Sycamore Terrace, thanked Council and DPW for their work with the clean-up efforts along Atlantic Avenue and stated that she would not mind planting along there, if allowed by Conrail.

Ted Kitchmire, 412 Tenth Avenue, made reference to the parking issue around the fields. He has been keeping watch on a circuit breaker on the ball field at Hoff’s Park. It is active but no usage; beyond repair and dangerous. Mr. Kitchmire volunteered to disconnect and call PSE&G to discontinue the service. Mayor and Council gave their approval to do so and thanked him for offering his services. Mayor Alexander also thanked Mr. Kitchmire for volunteering his time and replacing the light above the flag.

With no further comments from the public, motion to adjourn was made by Councilwoman Sheilds, seconded by Councilwoman Fitzgerald. All members present were infavor.
