Governing Body members present were:  Mayor Scott M. Alexander, Councilmen Haggerty, Forte, McCollum and Berryhill.  Borough Solicitor Richard DeMichele was present.  Council President Rosemary Fitzgerald and Councilwoman Kathy Lange were absent.

Mayor Alexander opened the meeting to the public for comments.

JoAnne Solly, 1641 W. High Street, gave council members a report on a recent sewer problem she encountered.   She stated that this is not the first time this has happened, but this time it came in “full force”.  She said was unhappy with the response from Borough employees and the Mayor and said the Mayor “should step down”.  Mrs. Solly reported that roots from Borough trees are causing the problem and she has been told that an ordinance on the books say it is her problem.  Lastly she said that she feels she has been mistreated and wanted to put her feelings on record.

Councilman Haggerty said a lot of homes have a back flow valve to prevent water/sewerage from coming in.  Mrs. Solly said she has spent a lot of money on plumbers, and felt it was the Borough’s problem because sewerage from other homes in her area was also coming into her home.  She said she feels the problem is the huge trees and the roots that need to be cleaned out by DPW.

Mrs. Solly made a comment regarding a response from the Mayor’s secretary Marie.  Mayor Alexander advised her that he does not have a secretary.  She also said she wanted a personal phone call from the Mayor and he called on a speaker phone with other people present.  The Mayor explained that he is not an expert on the subject and had people in the room who could address the problem. 

With no further residents to come forward, motion to close the public portion was made by Councilman Forte, seconded by Councilman Haggerty.  All present were in favor.

New Business:

Resolution 2010:104 – Resolution Authorizing the Payment of Bills and Claims for the 1st Half of June.

Motion to adopt Resolution 2010:104 was made by Councilman Forte, seconded by Councilman Haggerty.  Upon a roll call vote, Councilmen Haggerty and Forte voted yes, Councilmen McCollum and Berryhill voted no.  Mayor Alexander broke the tie with a yes vote.  Motion carried.

Resolution 2010:105 – Resolution Providing for a Meeting Not Open to the Public in Accordance with the Provisions of the New Jersey Open Public Meetings Act, NJSA 10:4-12.

Motion to adopt Resolution 2010:105 was made by Councilman McCollum, seconded by Councilman Forte.  All present were in favor.

Council Members moved to the conference room for the Closed Session.  No formal action was taken at this time.

Motion to open the meeting to the public was made by Councilman McCollum, seconded by Councilman Berryhill.  All present were in favor.

Motion to adjourn was made by Councilman McCollum, seconded by Councilman Berryhill.  All present were in favor.
