Haddon Heights...celebrating 102 years of community!

 

 

September 19, 2006

Mayor Susan R. Griffith opened the regularly scheduled meeting with a salute to the flag and moment of silence.

She then stated, “In accordance with Section 5 of the Open Public Meetings Act, Chapter 231, P.L. 1975, notice of this meeting was posted on the bulletin board designed for that purpose and notice was mailed to the official newspaper provided by Resolution adopted January 3, 2006”.

Under Roll Call the following council members were present:  Councilwomen Beth Ann Haven, Barbara Cortese and Trish Sheilds, Councilmen Thomas Ottoson and Donald Witzig.  Borough Solicitor John B. Kearney was also present.  Councilman Gordon Shopp was absent.

Motion to approve minutes from the September 5th meeting was made by Council President Sheilds, seconded by Councilwoman Cortese.  All members present voted yes with the exception of Councilman Witzig who abstained from voting.

Mayor Griffith read a proclamation proclaiming September 17th – 23rd as “Constitution Week”.

Committee Reports:

Councilman Witzig reporting for Public Safety advised everyone that the one-way streets around Glenview School are being enforced now that school has begun.  He also reported that police negotiations are underway and that the Police Department activity report for August is available with the Clerk.

Solicitor John B. Kearney, in response to a question from a resident at the last meeting, said he spoke with the auditing firm regarding financial disclosure and their response was that they were appointed prior to date when the new law went into effect and were therefore not required to file the form with the Clerk.

The Mayor called for remarks from the public on agenda items.  There were no comments or questions.

New Business:

Resolution 2006:141 – Borough of Haddon Heights Length of Service Award Plan.  (This resolution approves the LOSAP program with AIG/Valic).

Motion to adopt Resolution 2006:141 was made by Council President Sheilds, seconded by Councilwoman Haven.  Under roll call all members present voted yes.

Resolution 2006:142 – Resolution Authorizing Payment to Dan Phifer Representing Retroactive Increases.  (Court ruled he was entitled to increases issued while he was out of work on a work related injury).

Motion to adopt Resolution 2006:142 was made by Councilwoman Haven, seconded by Councilwoman Cortese.  Under roll call all members present voted yes.

Resolution 2006:143 – Resolution Authorizing the Fire Department to Make a Purchase Utilizing a State Contract (Turn Out Gear, $1,482.60).

Motion to adopt Resolution 2006:143 was made by Councilman Witzig, seconded by Council President Sheilds.  Under roll call all members present voted yes.

Resolution 2006:144 – Resolution Authorizing the Cancellation of General capital Improvement Authorization Balances.  (Puts $1,291.35 into the Capital Improvement Fund (Capital Surplus).

Motion to adopt Resolution 144 was made by Council President Sheilds, seconded by Councilman Ottoson.  Under roll call all members present voted yes.

Resolution 2006:145 – Resolution Authorizing Payment of Bills and Claims for 2nd Half of September.

Motion to adopt Resolution 2006:145 was made by Council President Sheilds, seconded by Councilwoman Cortese.  Under roll call all members present voted yes.

With no further business to come before council, Mayor Griffith called for comments from the public.

David Ragonese, 603 Sycamore Terrace advised council that he reviewed Financial Disclosure forms and did not see one from the Prosecutor and said he wants to see it in one week.  He also advised Council President Sheilds that she did not list her husband’s source of income on her form.

Regarding eminent domain, Mr. Ragonese had an ordinance he prepared addressing this issue and asked the Mayor to put it on the next agenda.  The Clerk was given the information to provide copies to council. 

With no further comments to come before council, motion to adjourn the meeting was made by Council President Sheilds, seconded by Councilman Witzig.  All members present were in favor.
