The Borough of Haddon Heights, following regulations from the Department of Community Affairs’ Lead Hazard Abatement program, established an Ordinance for Lead Based Paint.  This provides for public safety, health, and welfare insofar as they are affected by the identification and abatement of lead-based paint hazards. These regulations are referred to as the "Lead Hazard Evaluation and Abatement Code" and are in the New Jersey Administrative Code (N.J.A.C. 5:17). 

Be advised there is a $45 fee to file a lead-safe certification or lead-free certification with the Borough. This includes a $25 filing fee to the Borough and a $20 fee the Borough is required to submit to the DCA Lead Hazard Abatement Program. Please submit one check to the Borough of Haddon Heights.  Payment may be in the form of a Check, Money Order, or Cash. Please mail or drop off payment to the Borough of Haddon Heights at Borough Hall, 625 Station Avenue, Haddon Heights, NJ 08035 ATTENTION: Lead Certification.

The Borough of Haddon Heights has approved Ordinance 2023:1532 establishing Chapter 152 entitled “Lead-Based Paint.” The Borough requires annually, all owners of residential rental units within the Borough, or upon change in occupancy of a residential rental unit, shall present to the Borough Fire Official notice of the last tenant turnover date, as well as a valid lead-based paint evaluation report prepared by a NJ Department of Community Affairs (DCA) certified lead evaluation contractor. Should the owner fail to provide such a report within thirty (30) days of filing, the Borough shall have said inspection performed by the Borough’s designated DCA Certified lead evaluation contractor with the cost to be assessed against the landlord and payable to the Borough of Haddon Heights.

While you can use any DCA Certified Company, the Borough has entered into an agreement with Bay Hill Environmental for Lead-based Paint Assessments and Lead Safe Clearance Services. If using another company you can find a current list of Lead Abatement Contractors and Lead Evaluation Contractors at the DCA link below. DCA’s lists are updated periodically, before engaging any Lead Abatement or Lead Evaluation firm please contact Lead Hazard Abatement at (609) 633-6224 to verify the contractor's certification status before contracting with any company.
